The Fighting Phil Center is the base of all of TFP faction. This is where decisions are made and prisoners brought. This is the heart of the operation. Like the school in Madison, a person doesn't get in here unless they have an invite. But like Bob Vister, Eugene Gumble is always willing to discuss things with any visitor who wishes to see him, so long as they have a valid reason. He doesn't like to have his time wasted. The Amtrak tracks are also utilized and are known as some of the only viable ways out of the city to other locales. TFP will grant you entry, however, if you pay the right price.
